How to set up right ram timing/spped ?

I just build my first system with ocz ddr3-1600 Gold PC12800 2Gx3 ram for my core i7 rig.
The ram is 8-8-8-24 timing @ 1600, but the default value I saw in BIOS is 1066, so I did the following configuration in BIOS:

Change ran speed to 1600
Change QPI voltage to 1.35
Ram Bus voltage to 1.64, and:
CAS 8
TRCD 8
TRP 8
TRAS 24
tRFC 88

Then when startup, the BIOS show the ram is 1600, but in CPU z it shows:
Dram frequency: 801.8MHZ

Also in Everst Ultimate it shows the ram is running at: DDR3-1066 and each chanel(x3) are running at:
7-7-7-16@533MHz

What the hell is wrong? I am so confused, some one please help me.

ddr= double data rate

so 801.8 * 2 = 1602.4
