Are settings set at 1024 x 768 and 85 hertz or

800 x 600 60 hertz ?

Someone may have put something out of range, via the
manual controls on the monitor itself !

You are trying to set a resolution/refresh rate higher than your monitor can handle.

Try going to Advanced settings on the Video control panel and check "hide modes your monitor cannot display" (or whatever looks like this) and set everything up again.

What's your monitor model?
