Max memory support?

I'm curious to know if a motherboard/chipset (example Intel X48) has a max memory support of 8GB does that also include the graphics cards RAM as well as the standard DIMM RAM?
EDIT: Rephrase, is video ram inclusive of the "Max memory supported" or is the "Max memory supported" only regarding standard DIMMs.

The only place where it matters for example could be on a 32-bit OS where I could have 2x 2GB DDR2 DIMMs and a graphics card which has 1GB of GDDR5 the OS would show a total of 3GB of RAM?
