Programs won't open in regular mode

HP mini laptop will open programs in control panel in safe mode only.
When running in regular mode the "open with" box appears. Anti-virus does not work, firewall will not turn on, but can access the internet through explorer. Also it will not download any programs from the internet. Am thinking corrupt or missing dll files. is there any way to fix without a repair disk? Appreciate any input!

actually sounds like you have a virus. unless your system gives you a way to make your own backup disks (most do now) or if there is a restore partition you can use that. just make sure you back up your important data first.

Update on HP mini is that ccleaner identified 8 missing dll files in the registry scan.
I don't know how or when these files were deleted. It seems if they are identifiable
they could be downloaded and put back in the system.
