MB/CPU: http://www.newegg.com/Product/Comb [...] mbo.190809
Ram: http://www.newegg.com/Product/Prod [...] 6820145241 (double up if you can for 8gb)
With 4GB of ram that comes to $470.

Intel CPU's own AMD's for Video editing and photoshop, I would get either a Q9650 or Q9550, if you can afford $500 for the CPU/MB/Ram.

You say you have $500 for the CPU/MB/Ram, but $700 for the whole build...Do you already have HDD's, OS, Optical drive, Video card ect?
