My new mobby P8P67 LE won't let me boot into Windows XP(SP2). The error message is "NTLDR is missing"

There is nothing wrong with the drive. It will boot into windows XP just fine using a add-on PCI ATA controller card (a SIL Marvel 0680).

I receive NTLDR is missing only when I try to use the on-board IDE slot.

Both Hardrive and CD-drive are detected. I just can't boot from the IDE. I changed the AHCI in the BIOS to IDE legacy, but it doesn't help. Also when I try to run any type of PE CD (to boot up from the CDRom) all 6 CDS get either garbage screens or BSOD's errors.

Any help is appreciated.

Try updating or reflashing the BIOS. fit hat does not help then replace the MB, it sounds like there is something wrong with the on-board IDE controller.
