Sluggish performance issues

hi there i have a DELL PRECISION 450 WORKSTATION and ive been having slight problems with it .. aka sluggish video perfomance on the graphics card when i got it , it had the small 32mb 4 screen card in which wernt enough for what i wanted so i replaced it with a NVIDIA GeForce 7600 GS , now what the problem is .. that i get sluggish performance when it comes to moving one window over the other it leaves like copys of it behind like skatters .. not sure how to explain it .. Im not sure if the cards getting to hot .. ive added a image below for that and also a speedfan report .. as im not sure if it would be the old cpus? i was thinking about upgrading to the 3.6ghz 2mb cache Intel Xeons .. but not sure if its worth it? also seems to take a while loading programs which i think is the "old sluggish 512kb cache cpus"

At 46C your GPU is actually running pretty cool, especially it is in one of those poorly ventilated Dell cases. This may be an indicator of your GPU not being utilized as it should be. Make sure you install the drivers. Having jittery "windows" as you drag them is a textbook symptom of not having the graphics drivers installed.

If it was a CPU issue I would imagine you would get more pronounced errors (i.e. blue screens, etc.)

It's worth a look anyways though. Download prime 95 and see if you get any errors.
