if not, which nvidia card should I get. a gts 250?

I would check your psu in it and see how many watts it is.. That would be the deciding factor..

The power supply is 460w, whats my best possible upgrade choice for that?

for anything, you might want to get another case, trying to get any newer video card in that is not going to be easy

also, what is the wattage of the PSU and the AMPs on the 12v rails

Nah he doesn't have to worry about the case...iv got one as well....most likely he will like to have to remove the hdd cage though...
