I have a old P4 at 2GHz, and a ECS motherboard with no OCing options. The board allows jumpers to be set for 400MHz and 533Mhz CPUs, if I put in the 2GHz P4 with a 400MHz FSB and change the motherboard FSB to 533Mhz will it boot up as a P4 at 2.66GHz?

Possibly. It will most likely either do that or not boot at all.
