What's the difference between Read/Write?

Hello everyone, if you have any SSD recommendations under 250$ that would be very helpful. I would like my pc's boot time to be only a few seconds, and dragging dropping files to be extremely faster+Game Loading Speeds. Maybe I should get 2 SSD'S to equal 250$ or around that? I hope there is a good configuration I can use also, I heard that Raid 0 is unreliable and can cause the whole array to die along with it if one drive fails. Thanks!
