Well every time I turn off my computer , then turn it back on pushing the power button, my computer gets stuck in a way... the lights go on , fans go full speed , LED's are on, but system just stays there making a loud sound not booting.

The one HD activity LED in the front usually goes on a couple seconds after i push the power button , but the first time trying to start the computer after shutting it down that HD LED doesn't go on. so I have to power off the system by holding the power switch until it turns off. Then I push the power button again and my system turns on normally. I have the newest BIOS and frequently check for updates. This also happens after EVERY SHUTDOWN, Ive had to power up twice for a couple of months now.
