Analysis of a $1500.00 build and questions on when to construct

I'm building a system for college, which at the latest must be constructed by the end of July or early August. My original thoughts were to build the system as late as possible in hopes of prices to drop; however, there are some really killer deals and MIBs on a few necessary components (PSU, RAM, GPU) that it seems it would be worth it to build it within the next month. With the following build in mind, what advice do you have in terms of when to build? On a lesser note, any suggestions for improvement?
