Secuirty Camera, GPU/CPU Load

I recently scrapped up an old pc to use purely for recording video from a security camera.

Specs:
AMD XP +2100
768MB DDR
80GB HDD
Radeon 9000 128MB

I was curious, as I believe I saw somewhere on here, if there was a program to check out the GPU load, kind of like task manager for the CPU. Also for encoding/decoding video what gets more of the load, the CPU or the GPU. I noticed when I put in a higher quaility recording value my CPU will eventually cap out at 100% and performence/choppyness gets pretty bad. Thanks.

Well, in case anyone else runs into this...
I basically went with installing windows 2000 pro sp4 on this machine since XP was acting weird anyways.
Now I don't know if this was caused by using windows 2000 (unlikely) or installing the latest 2000 driver for the Radeon 9000 but now I can record at 24FPS 100% quality and the CPU barely makes a move. For comparison I was recording at 18FPS 50% quality and it pretty much maxed out the CPU.Its great now. So the morale of the story, get the latest drivers.
