Windows XP right click context menu resets desktop

Wni XP Home Edition. I think I have a missing file. If I right click on desktop it resets and reloads the whole desktop.

Thanks for the info! That fix's the problem, with one exception, when I restart Win XP the problem returns and I have to run "sfc /scannow" again.
Any suggestions??
