I'm working on an old computer and it won't turn on with a pci modem card I have. The fans all spin but nothing else happens. When I take the card out everything works fine. I know the 56 kbs modem is causing this but is it possible to fix?

check IRQ assignment of the PCI device, there may be conflicts with the PCI IRQ settings where two different devices are using the same IRQ (Interrupt request)

check this usually in the bios, on older computers and even newer ones) there is not a standard about where to put this other than call it IRQ lol

Probably a bad modem or a bad ground.
