I am going to build a new computer. wondering if this PSU gonna be good enough or I need more power.

XFX P1-650X-CAG9 650W ATX12V 2.2 / ESP12V 2.91 SLI Ready CrossFire Ready 80 PLUS BRONZE Certified Modular Active PFC Power Supply

heres the list:

sandy bridge 2500k, will overclock to 4.5 g.
montherboard: asus p8p67 pro , or MSI one (the top end one)
ram: 8GB (2x4GB) G.SKILL Ripjaws X Series DDR3 1600 PC3 12800 Desktop Memory (already ordered).

graphic card: I only do web development and surf web. dont need a good one. just use my old graphic ard, forgot the brand, it has 1 g ram itself.

other parts will come from my old pc.

my only concern is after I overclock it to 4.5, Do I need more power?

Hi and welcome to Tom's forum.

That XFX is an excellent PSU and enough for your overclock, but since you don't want add a better GPU or use SLI/Crossfire, you can go with something more cheaper with the same quality and save you some money, unless that you want add a high end GPU in future.

Maximum Graphics Card Power (W) 49 W
Minimum Recommended System Power (W) 300 W

You can find that info in the nVidia's web site here
