Please specify in what you mean by Best, but if you mean in terms of best top-of-the line processor then for consumer/gaming grade, Its the Intel Core i7 975 Extreme and for the busniss Grade processor its either the Xeon X7460 or the Xeon W5590, both are amazing, and with the development of the new Itanium processors soon, they will be godly :)
