No. They are made when the system crashes. They are for advanced diagnostic use. The typical user would never be able to decipher the contents.

You can turn them off if you want to.

Start>Control Panel>System>Advanced>Startup and recovery>Settings>Write debugging information>none

THANK YOU TIGSOUNDS! YOUR ANSWER IS VERY HELPFUL, NOW I CAN DELETE THESE UNNECESSARY FILES AND FREE UP MEMORY SPACE. HOPEFULLY THIS WILL ALSO RESULT IN FASTER PC OPERATIONS.
