Ext HD Power on/off via computer

I have a Seagate (9y7865-560) 300 gig external hard drive. It has sat on the shelf for a while but now want to use it on my laptop, win7. Is there a setup menu where I can set it to powerup when the computer is turned on and then shut down when the computer is powered off?

Does it have a dedicated power supply, or does it require a powered USB port to work?
In first case, you will have to turn it off manually; you can not control the dedicated power supply from the PC.
Second case, you can just turn off the PC; Win 7 will un-mount the external drives before shutting down. upon restart, it will automatically mount them back, if still connected.
