Hi All, how you can read in the title, i dont know whats happening with my PC, but since the shop is not giving me the FPS I thought. So I wonder, could be the video card is bad...?? Previously had a 8800GS XXX, and i change it for the processor and this video card (HD3870), i dont know if are the video card or complete PC, because in games like COD4 I get about 35 -40FPS, and its supposed to give 50-60 + FPS in. America's Army, people with the same card gives you 86 + FPS, I just 30-45, it is not??

I would try to clean out any software or viruses that might be using up your resources. Any game should run at great FPS with that processor/graphics card on such a small screen.
Your FPS are effected by so many variables. programs running in the background, internet connection, dual monitor set up.
Just because a card showed in test that it could get X FPS does not mean you will have the same results. The FPS you are getting are very good. Besides the human eye cannot perceive faster than 23-30 FPS anyway. If you are really unhappy, I would say take it back to the shop where they did the work and have them fix it for you.
Just to add a bit of info. Here are the specs on your previous card and your new card. I could not find spec on your exact card but I got the closest one to it.

It clearly shows your old card is much faster. I would go back to the shop that did that work and yell at them for selling you a down grade.
