I want to do what the title suggests: to play Playstation 2 on my PC Monitor and still be able to acess the PC at the same time.

PC Specs:
E4400
8600GTS
2GB RAM
19" Chimei CMV 945A LCD Monitor

What solutions are available for me?

Do you have any Low budget TV tuners in mind?
Because I've read some tuners have lag becuase of some scaling.
I really don't know much about TV Tuners...
