Why does dish network use the residential customer's telephone line for
two televisions but not for one television?...

The call center at dish network did not answer the question!

You don't need it connected to ANY receiver unless you are getting and
using Pay Per View or some other service that the company uses to "talk"
to the receivers for billing.

If both recivers are on the same phone line then most likely they are in the
same house, this is to prevent spliting the bill between two different
houses.
