I have the Saphire Radeon 4830 512mb GDDR3 card. Ati Overdrive only lets me go to 700 Gpu clock and1200 Mem clock. I have it Oc'ed to 700Gpu/1000Mem. Scored 12896 on 3DMark06. At the bottom of Overdrive i see current values at 160gpu/250mem. So first question is can i go higher than 700gpu and if i can do i want to, and 2nd question is about the current values it shows. What is my actual values? By the way, i scored an 11011 before i Oc'ed my card. Thanks for any help> :)

The current values are indicating that the card downclocks to save power when in 2-D mode (which it even does when OC'ed, which is pretty 'cool').

To go higher than 700 core you will need another program (and normally ram doesn't OC much anyway).

Thank you for that EXT :) I did not know it downclocked. Very cool. So I should probably just stay at 700 then ? I do plan to crossfire soon. Just ordered a new Ultra LSP650 Psu to handle my needs.

It's up to you. I would suggest though that you don't OC more than needed. Try out the games you want to play first. If they run ok, then just leave it. No reason to waste more energy and make more heat if not necessary.
