Tim application question

So with over-clocking i have been reading about ways to apply tim to the best ability as possible including some threads on here.

So my question, wouldn't it be better to apply the tim directly to the cpu and spread it with a plastic card like a auto zone card or petco card spreading it evenly and using as little as necessary verses applying it to the heatsink or am i wrong on this?
