Windows wont boot floppy disk fail 40

Hello,
installing new motherboard cpu and cant boot windows from drive nor old hard drive get floppy disk fail (40) MESSAGE i cant even use my keyboard or mouse and cant get into bios , please help

Did you just install a new CPU, or the motherboard and CPU? Does your keyboard connect by USB or PS2?

cpu and motherboard , keyboard is usb. thanks for reply! still no luck
