Can i reach the 4 ghz ?

with these specs can my cpu reach 4 ghz and if yes how?

The cooler isn't the best, but you can try. You only have two options, not 4GHz or 4GHz stable what options is, depends of your components, temps and skills.

I hit 4Ghz on a C0 920 with its stock cooler back in the day. It idle's at 50C but it was stable

with what voltage and what ram freq had you had ?

Why not? Just add some more voltage to it and 920 can goes way over 4GHz!

H70 yeah, but for less price air coolers can do the same with similar or better temps.
