I'm sure there is a way, but I don't see it yet. I'd like
to start a program for all users on a PC. I know you can
add a shortcut to the start up folder, but I would like to
make this change for my entire network and have to make
only one change, not a change per PC. Is there a way to
do this in Windows 2000? Is there a policy or a special
folder that cna be edited?

Verify the use of MMC. There is a software policy you can
edit for your network.
Verify the help file in the MMC
start - run - type mmc - enter - go to help file
