Power supply output

I am making an attempt to cob a computer together with spare parts...including a SE7501BR1 server mother board, stats state will not boot without 5v power.
Output of my psu is around 4.75-4.8..is this variance enough to keep motherboard from booting?

4.75V is within 5% of 5V and within spec.
Did you measure without a load on the 5V line?

Measured no load at four different leads...including the cpu 8pin power cable. All the fans are spinning....case fan and two cpu fans, with no video, hard drive or other components appear working.

Guess I will start looking for something shorting or not shorting...depending on its chore.

Aim is to put one together with junk...been told this is ridiculous as can buy anything already put together but if steve and the boys had that attitude in their garage we would still be using tin cans tied together with a string for communication!!!!!
