Is it true? Is that a fact, a rumor, or a myth? I keep hearing it but I can't find the proof.

I really wish they would charge a lot less for W7 upgrade if you bought a retail Vista.

You get the upgrade for cheaper if you buy Vista past a certain date (don't remember which) or even free if you buy it after the 1st of June (as I remember), but I can't confirm this to be exactly true.

Until you hear it directly from Microsoft it still falls into the myth/rumor category.

in notes at bottom of ad, 'Win7 is an altered version of Vista' hence why it's still called 7, even though it's their 8th OS that they've released if you don't include MS DOS and all the SP's.
