4830 OC vs 4770?

Hm all the specs on the 4770 are higher, Core clock is 750 vs 585 and the moem clock is 3200 vs 1800 and the 4770 is working with GDDR 5 vs the Gddr3. I would say even if it is an 4830 OC version, the 4770 would be a better performer. IMO

The 4770 might be a better price/performance choice just based on later down the road how much a performance gain you'll get when 4770s drop in price and you can get a second one to crossfire. For whatever reason the 4770s are an absolute beast to crossfire having a HUGE performance gain. Assuming your motherboard supports crossfire, of course. ;)
 
The 4770 is worth the extra $20. You probably won't be able to OC that 4830 much more than it already is, but you can OC that 4770 to get more performance per dollar out of it. You could also just go with a cheaper 4830 and overclock it yourself.
