High Pitched Whine

I recently picked up a free motherboard that had been in storage for two years. The previous owner only knew that it worked before being stored. I set it up, and all seems to be well except one thing. When power is applied to the motherboard their is a short "chirp." Then, a few seconds after power is removed there is a very high pitched, about five second long whine.

What could be causing this whine? Is it safe to use the motherboard?

Can you locate the area where the noise is coming from? Since it's an older motherboard, check for leaking/busted capacitors.

I really can't seem to locate the source. All of the capacitors look good, but not that you mention it, the "whine" that I mentioned sounds like a drawn out capacitor drain noise...
