I bought a q9550 and the core temp's differ by about 5 degrees and more when just running normal programs like ocz. Is this normal?

I am using the stock cooler, what is the max fan speed? mine reaches +-2000rpm at max revs.

And when 100% under load it gets up to 70-80 degrees C. thats too hot right?

I have orderd a Coolermaster Centurion CM590 (CM-RC590K)case. Will this make a big diference with this temperature problem? curently using a small case

check all your cpu fan pins are properly locked or not...if one pin is loose then the cpu temperature will increase like this...if this doesn't works then buy a new third party cpu fan

The new case will help some, but the stock Intel coolers are not correctly oriented to take proper advantage of the increased airflow.

Here are two under $50 heatsinks that are pretty popular:
Sunbeam

Xigmatec Dark Knight

They both require a somewhat different approach to applying thermal compound.
Suggestions for applying thermal compound:

And they are pretty large, so they might not fit inside your case.

And here's a good budget cooler:
