Ok, so feedback, opinions?

I'll probably get an aftermarker cpu cooler like artic freezer 7, in a few weeks.

And the total comes down to $617 including shipping.
I've got enough to push a little over $700, but I'd like to keep it as low as I can.

I would just download the 64-bit Windows 7 RC and use it for now so you can put a little more money into the core components of your computer. Rosewill PSU's are a very bad idea. The 9500GT is a pretty slow GPU. You wouldn't be happy with your gaming experience with just 2GB of RAM either.

Here's a build that comes in around your budget with some upgraded parts:

How would I get windows 7?
do I just download it, burn it to a disk, and use that on my new comp on the first boot up?

It lasts until June; you are just forced to restart your computer every 2 hours starting at March (obviously to encourage you to buy the OS by then; Microsoft needs high initial sales of Win7).

Although for long raids and whatnot in WoW, that can get very inconvenient very quickly (also, is the compatibility ok with WoW on Win7? You might want to check that first, before biting the bullet).
