Frozen cursor external mouse 2011

Hello,
Have a dELL PC and plug in mouse. Have retarted by turning off and on with button. Left for 24 hours and then started again. Any ideas? I am tech challenged which doesn't help

Probably corrupted a system file with not doing a normal shutdown. You can try running System File Checker from command prompt to try to rectify.

Click Start > Run > Enter the following without quotes "sfc /scannow"
click ok.

If problem persists, you can also start in safe mode (Toggle the F8 key after the DELL logo appears. On the screen that appears, use you UP arrow key to highlight Last known good configuration
then press enter.
