Your power supply has three 12 volt rails for a combined total of 60 amps. In reality the actual net total on the 12 volt rails is probably somewhere around 52 to 55 amps. I did not find any technical reviews. It appears HiPoint is better known for their controller cards rather than power supplies.

With the specs the OP wrote, I'm thinking 40 amps on the 12v
I thought Hipoint was a validation sticker, similar to seeing UL stamped on US PSUs. The name of who made it has to be on there somewhere. That said, if he has the plugs needed to run a 9800GTX+, he should be safe to use it. Dell is right, 480W / 12V = 40A available for all the rails. He should be safe to use it, replace if problems come up.
