To disable the EIST in Win XP, Follow these steps...

1. Go to ControlPanel -> Select Power Options.
2. A properties window appears on the screen Power Options Properties. In that window, under power schemes drop down menu, select Home/ Office Desk. It will automatically disable EIST

Just wondering why you are wanting to disable speedstep? Are your electricity bills too low?

but how can i access it in the BIOS? right now i cant access it in the BIOS wht setting should i have to maintained to change it

The BIOS will call it EIST or speedstep, I don't think there's any other terms for it. Perhaps you should describe the problem you're having so we can try and fix that rather than disabling an otherwise useful feature.

Did you try Page Up/Page Down or +/- keys? Some options don't have a menu when you press Enter.
