Lately, I've been trying to pick out some parts for a new build for gaming. I'm trying to pick out cheap, but reliable parts since I don't think its worth $1000+ to spend on a computer that will be outdated in less than half a year. (Just my opinion, may differ from yours.) I want to know if there will be a big difference between 800mhz ram and a 1066mhz ram. I will probably not be doing any overclocking, just want to run at advertised speeds. Also, I would like to know what ram would be perfect for a Intel C2Duo E8400.

If you aren't going to OC,then go for the one which is cheaper, the main difference between a DDR2 800 RAM and DDR2 1066 RAM is the speed and the timings(which DDR2 800 has lower timings and timings are important for OC'ng and doesn't have a effect on games/apps)and the difference between 800 and 1066 isn't noticeable either,so go for the one which is cheaper and brands like OCZ,Corsair,G.Skill etc are good

800mhz or DDR2-6400 provides 6400mb bandwidth
1066 mhz or DDR2-8500 provides 8500mb bandwidth
But it isn't readily noticable except in specific applications or benchmarking tests.

You should buy DDR2-800 RAM that runs at low latency and requires low voltage, e.g., 4-4-4-12 timings at 1.9V-2.0V max.
