This is what i have come up with for my new build it is very basic as i already have a keyboard mouse hard drive and monitor
I also have about a 300 dollar budget for this

I NEED TO KNOW IF MY MEMORY VOLTAGE MATTERS i have read that if the mem voltage is higher than what the mobo puts out normally than it will not boot please help

MB will automatically set to correct memory voltage. All things being equal get the lower volt memory but don't go out of your way to get it. If overclocking two sticks are better than 4.
 
Rosewill power supplies are not that good.

About your question: most motherboard/memory combinations now will boot at the "standard" default voltage of 1.8 volts (DDR2). So the first time the system POST's, go into the BIOS and increase theAM voltage to factory specs.
