Weird computer problem experts

when i start my computer it will beep and take a long time to start up, when i press ctrl alt del it flashes between english and another language really fast, when i finally get it to go to the password screen it lets me type my password and then when it gets to the main screen, the computer will select the start menu recyle bin and the show/hide arrow and switch between them so i cant click on them, it will stop when i hit a key on the labtop keyboard (i have a keyboard attached) and sometimes stop and then keep doing it a little later

i dont think its a virus, its Japanese or Chinese, im just not sure if my computer is screwed or if its something someone has seen and knows how to fix
