Cooler master 212 noise level

I just put my rig together:

Coolermaster 690 II (default) fans
Coolermaster Hyper 212 Pus
i7 2600K
XFX Black edition 850 PSU
MSI GTX 570 OC
ASrock p67 Extreme 4

I'm not overclocking, but I think this is the best forum for my question. The 212 is running loud. Much louder than all three case fans combined. It has a hum to it as well. It is running on max speed all the time. Isn't it supposed to drop RPM's when full throttle isn't needed? When I drop the fan speed down I can hear the hum getting quieter, so I know the hum I'm hearing is the 212. but I'm not sure if it's just the fan, or maybe some resonance in the heatsink.

So, why is the fan full throttle all the time?
Will a better fan help?
Any other tricks to making the 212 quieter?


Sort of wishing I went with the Noctua right now. I've yet to detach the fan to see if it gets quieter when it's not actually attached to the radiator assembly. Thanks.

It's plugged in, I got into the BIOS to enable auto, but I need to pick both fan target speed, AND target temp. Not sure what to set.

I'm using that case and cooler.
I agree the 212+ fan makes the most noise.
In bios you should be able to select PWM in PC Health.
