my computer specs are below from dxdiag. I just bought the radeon 4650 today, and it didnt help my FPS inside wow at all. What is a better card for around 100$ i can get to get more than 10 fps! Or what else could i upgrade

You might want to try reformatting or installing/updating your drivers. With your current build you shouldn't have much trouble running CS:S or WoW. You could stand to upgrade your processor and your RAM somewhat, but what you've currently got should be more than enough for your system.
You might want to make sure your internet connection is fast enough to play these games--bring your computer to someone else's house or have them bring theirs to yours, and see if frame rates go up or down based on the network you're on. You could also start up a LAN Counter-Strike map with bots on (Google that for the easy instructions), which will give you an indication of how much your internet/network is impacting your performance.
Overall, your system should be able to play these games--they're sufficiently old enough and your system is sufficiently modern enough that I'd be surprised if it was a fault of your hardware.

i had a 9800gt 1gb videocard this morning but returned it becuase it was really crappy FPS, i was only gettin 30 fps flying around, and during a raid boss i would drop to around 5 fps.i have the most recent drivers becuase i just got them like 2 hours ago.

What are the amps per rail for the power supply you have hooked up?

I'm not an expert and have just done research for my first build which arrives tomorrow.

I myself am trying to hook up a 550 watt name brand PSU *Coolermaster* with my new gtx 260 and from what i've read i'm afraid it wont work.

The newer graphics cards really require alot of amps to run from what i've read and your problem sounds similar to other threads I have read with poor fps with pretty good specs minus PSU.

Just my 2 cents. Hope it helps.

As I said before i'm not an expert, but from the pictures i've seen on newegg.com they seem to usually be on a label on the PSU.

If it hooks up with a 6 pin connector then i think thats on the 12v+ rail.

I'm not sure but from what i've read that seems to be the case.

Also then look up the required amps for the video card.

I've also read with a lot of USB devices, Hard Drives, Fans, Optical Drives, etc will make a difference as well.

As for the brand of your PSU, again I have read that its one of the most important parts of the computer, and there are 80% bad brands and about 20% good quality brands.

But who knows, this might not even be your problem.

I don't know about a 4650, but I've seen WoW on a 4670 first hand and a 4850. I could put the settings pretty high on a 4670 but on a 4850 I could max everything WITH some AA on top and keep frames even in the most busy and high detailed areas above 30.

when I played WoW I maxed it out on a 9600GT, even in Northrend. I would recommend not maxing out shadows though, set them to medium or below.

DUDE , you are SUPER Cpu limited. WoW is a game which is extremely cpu dependent , especially in raids and in towns. Whatever card you take your cpu is limiting your fps.

You should upgrade your cpu and you will see increase although 4670 is not very fast card. But it should be sufficient
