I'm using Firefox 3.5.5 in Windows 7 and the page loaded fine for me. No IE required.

I just clicked your links and they both showed the second image, not the first.

But I've also used the Windows Compatibility Center many times before helping others with component and OS configurations.

Never seen that first image from it.

If someone has a problem loading the Center's page from their browser then hopefully
the url here will do the trick. The urls are the same just access top or bottom. The clips/pictures
are realtime snapshots of the page.

I checked the Page Source and don't see any code that would bring that up based on not having IE 6+.

You could also use a Browser User Agent switcher to view it if it is blocking you.
