Help! Can't delete a file

Hello,
i go to My Documents, right-click a folder and click delete and I get a message telling me it's being used by another person or program and to close any programs that are using the file but everything is already closed except for My Documents and I still can't delete it...why?

Download Unlocker to delete the folder... Second option would be Fileassassin, and if that doesn't do it... install the Malwarebytes Anti-Malware application to delete a possible infection of your system.

U have something running in the background...
Restart and go to safe mode (F8) try deleting it there.
If not, try by command prompt.

the error is unable to create new folder,any other. access is denied in xp . for ftp server shared folder.
how to solve the problems
