First off I have a phenom quad core processor an asrock m3a 770de mobo 8gb g.skill ram a sparkle 440gt video card 1tb ram at 7200rpm.

I recently tried to overclock using the novice overcocking that came ith the mobo. Since I hit apply my pc has been restarting at the windows log on screen.
I can run in safe mode. I restored original bios w no luck.

What are my options?
I just put the pc togeter so if formatting and reinstaling win7 is an option I'm game.

I think the reason why it's restarting at the logon screen is that your overclocking tool that you used in Windows is setting the overclock after it loads. Disable the tool in safe mode, then you should be able to boot into windows successfully. If need be, remove the overclocking tool.
