I have a Radeon 4850 with an HDMI port. What purpose does this serve? Can I watch movies on my PC on my TV if I have it plugged into my TV? How is this done?

It's basically DVI + audio.

You really don't need it if you have ur speakers connected to ur mobo

assuming your TV has a HDMI port, you can set it up as a second monitor allowing You to watch movies or video on it also.

ATI Catalyst Control center will show you how to do it.
