feel free to make suggestions and since i am already over buget what os should i put onto it until i save up enough money to buy one well here it is
or should i go with the toms hardware 600 $ build

I would go with your build over Toms Hardware build since theirs is a Micro-ATX build. As for OS... I would download Windows 7 64-bit, which is free until Mid-2010, than you can purchase it. If you have a old version of Vista or XP, you can always put that OS on this new computer.

Recommendation... since you are already over budget... :D Change your case to CM 690 ( http://www.newegg.com/Product/Product.aspx?Item=N82E16811119137 ) for an extra $16.04. It will be worth the upgrade over the Antec 300.

There are other recommendations, such as switching out the GTS 250 for GTX 260 Core 216 that would run you an extra $30... upgrading to the GIGABYTE GA-EP45-UD3R LGA 775 Intel P45 ATX Intel Motherboard - Retail ( http://www.newegg.com/Product/Product.aspx?Item=N82E16813128359 ), which will add an extra $40... and the next thing you've added a $120 to your budget and you start losing your budget build cost. If you are tight on budget, just add the CM 690 case and you'll be good to go.

One thing I've just noticed is you don't list an aftermark CPU cooler. You need to look to invest in one so you can overclock the E5200 and get better performance with it.
