I don't know which card I should get. In some aspects, one is better than the other.

HIS Radeon 4670 IceQ

The 4830 is better

These two are the ones you need to be looking at though

The 4670 like you had originally listed had 1gb of vram but was not overclocked and a 4670 can't use more than 512mb. The one I linked to will be noticeably faster.

As for the 4830 I liked to one on newegg that has an IceQ4 cooler that will keep it at lower temps and will allow for overclocking. It is about the same price as the one on Tigerdirect after the rebate.

Like I said earlier though the 4830 is a good amount faster but please note that the 4670 does not require an external power connector.

Is there a big difference if I spend $20 extra to get IceQ model on the Radeon 4830?

It'll run a lot cooler and you can overclock it for even more performance.
Whether it is worth the extra $20 or not is up to you.

Or another option to be cheap is grab the original 4830, then pick up a pci slot cooler fan to sit under it to exhaust hot air out the back of your case.
