I don't think that PSU is a quality product, plus the amperage in the +12v rails seems low for a 4850, if you could plug it into the +12v rail with 16A you should be fine, theoretically that PSU will suffice but again it's not a quality product and I'm sure it could handle just 380W or less being optimistic.
Now a nice PSU (OCZ, enermax, thermaltake, etc.) with 500w will be more than enough for your rig.
Well, I was able to run my 4850 on my old computer with a 400W Corsair PSU, but it had 30A on the single +12V rail. If you have the money to buy a new PSU, buy a new PSU with the card because not having enough power always sucks. If not, you could chance it, however, I have never heard of the make of your PSU so I can't offer any estimations.
Jassao is exagerating way too much with his 500W...

750gb samsung + 250 gb wd
2gig ram,
1 dvd drive
so im pretty sure you'll do fine with the 450W, it also depends on what game you'll be playing
if its 2D you'll do fine, 3D... crysis... NO... most 3D games, yes!

In a shuttle cabinet I have:
A Windmill 400 psu which, is from China too.
A 4850 card (512 meg).
A Intel E duo 6750 processor.
1 wd 640 (black) harddisk and 1 500 gig samsung drive.
A g31 msi motherboard and 4 gig mushing? ram.
Card-reader and 6 usb2 ports.
No fans in case, so wil change case very soon.
