Flickers of many lines at start up and barely see the instruction for recommende

Hello,
My Hp monitor is flickering multiple lines and I could barely see the Hp PC instruction start up recommendation. Barely unreadable behind the flickering lines I have clicked on the recommended start up to fix the problem and it returned " PC cannot fix the start up problem".
Please, I need help resolve this problem.

Try another monitor, borrow one, if you have to. If that solves your problem, you know what to do next.
