hi, i cannot seem to control the fan via ccc/att/rivatuner/smartdoctor. the fan duty cycle will change but no noise difference and the rpm will stay at the same fluctuating levels.
the only time the fan rpm changes is when the gpu is under load. but even then, the fan rpm "decreases" 
i have included the screenshot of att during furmark here
and the card is this one
do i need to flash the cards bios to get fan control?
